The delivery of Megaprojects has been a story of ambition, politics and complexity, which in many cases has led to delays and cost overruns, but this does not have to be the case. Nearly 50 years ago, John’s first Megaproject was the Washington DC Metro system. This was followed by the design of Boston’s Southwest Corridor Program, delivered under budget and named the “Outstanding Civil Engineering Achievement of 1987.” Since then, he has worked on the management and delivery of complex megaprojects in six countries and has developed methods to better control cost, schedule and risk, including the development of WSDOT’s Cost Estimate Validation Process (CEVP®).
The 2018 Lawler Lecture will address what we have learned from 50 years of megaprojects, focusing on processes and tools necessary for success. These include strategies, stakeholder management, team-alignment and partnering, alternative contracting and delivery methods, cost validation, probabilistic risk-based cost estimating and advanced risk management. Examples of current state-of-the-art tools will be given, with reference to those used in John’s current project – the Lima International Airport expansion and development program in Peru.
