Featured speakers and their presentations are as follows:
Alex Normandin, PE, CCM, Aviation Project Manager, HNTB
Alex is an Aviation Project Manager in HNTB’s Boston Office with more than 14 years of industry experience, 6+ years focused in aviation. Alex began his career with MassDOT before transitioning to an aviation-focused career path. Alex has a passion for aviation and holds a Private Pilot’s license and flies out of Nashua Airport (KASH). Through his aviation work at HNTB, he’s seen how a wide array of study areas are applicable to aviation including engineering, architecture, planning, public involvement and others.
Topic:
HNTB is a national transportation infrastructure firm. Alex will be discussing HNTB’s practice and will share his experiences as an aviation enthusiast and how he merged a personal passion with his career. The presentation will highlight how a wide array of disciplines can find their career in the world of aviation.
Tom Daley, PE, Vice President, Gannett Fleming
Tom Daley has 31 years of civil engineering consulting experience with a focus in transportation projects throughout New England area is currently a Vice President with Gannett Fleming in their Boston office. Tom is responsible for overseeing the comprehensive management, design, and implementation of transportation projects across the New England region. This encompasses a diverse array of initiatives, including major highway interchanges, state and municipal roadway enhancements, bridge renovations and replacements, installation and upgrading of Intelligent Transportation Systems (ITS), tolling systems, transit and rail system enhancements, as well as civil and site improvements for various transportation agencies at the state, regional, and municipal levels.
Topic:
As part of the MassDOT Accelerated Bridge Program (ABP), the replacement of the River Road over Ironstone Brook Bridge in the Town of Uxbridge was completed using a Folded Steel Plate Girder (FSPG) System, a new and innovative bridge superstructure design not previously used throughout the US. FSPG bridges utilize cold-bent steel plates to form an innovative girder shape that provides strength with lighter weight. Concrete deck panels are precast and attached to the girders to form composite units that can be shipped and erected easily and quickly. The project also included several other accelerated construction techniques, including the use of prefabricated concrete abutments and mechanically stabilized earth (MSE) retaining walls.
Joe Rigney, PE, Principal Tunnel/Underground Engineer, Delve Underground
Joe Rigney has 16 years of experience as a civil and structural engineer working on tunnel/underground design, inspection, evaluation, rehabilitation, and repair projects. He was formerly the MassDOT State Tunnel Engineer managing the inspection, load rating, and asset management program. He was an AASHTO committee member contributing to the development of the AASHTO LRFD 9th Edition Bridge Design Specifications, AASHTO LRFD 1st Edition Road Tunnel Design and Construction Guide Specifications and FHWA Reference Guide for Load Rating of Tunnel Structures. He completed his Master’s degree in Structural Engineering from Northeastern University and Undergraduate Bachelor’s Degree in Civil Engineering at the University of Rhode Island.

Built in the 1930s, the Sumner Tunnel is a vital underwater link between East Boston and downtown Boston. After nearly a century of constant use, the tunnel urgently needs repairs and upgrades. The restoration project focuses on repairing severe deterioration at the tunnel crown using new precast arches for added protection and strength. Furthermore, upgrades to tunnel systems, such as removing 75% of existing exhaust ducts suspended over the roadway, aim to enhance ventilation system capacity and performance.
Mike Cunningham, PE, Senior Principal Engineer, Kleinfelder
Mike Cunningham has 25 years of civil engineering consulting experience with a focus in water resources and utility engineering and is currently a Senior Principal Engineer with Kleinfelder in their Boston office. He has provided project management of multi-disciplinary design and construction projects for over 16 years and provided program management as a Team Leader for Kleinfelder’s Water Resources Team. He served as Kleinfelder’s East Division Project Management Service Line Leader, supporting the company’s project managers and helping to improve project management tools and processes. He served as Chair of the BSCES Newsletter Editorial Board for four years prior to serving as a BSCES leader on our Executive Committee.

The Town of Wayland detected per- and poly-fluoroalkyl substances, known as PFAS, in all four of its drinking water supplies in 2021. The chemical is used in industrial applications to make various products and prolonged exposure to PFAS can potentially lead to severe health problems. One of the Town’s sources of supply had levels that exceeded the Massachusetts limit and required treatment, so the Town has taken various steps to ensure a safe, reliable drinking water supply for its residents and businesses. The presentation will provide background on the PFAS contamination, the Town’s evaluation of long-term water supply options, and interim measures to treat the PFAS and establish an emergency supply connection with the Massachusetts Water Resources Authority (MWRA).
